You can't get to Flan, untill you at least taken out one of them. HOWEVER, if you destroy all four of them, he will regenerate them. Be warned that Master Flan has a permanent Reflect on him, so your spells are likely to be reflected back at you. Start off with a Firaga spell against every enemy. This will be reflected back, but it should take out at least the two White Mousses. After that, have Palom take out ONE Black Fan so there will only be one left.
