Kansas Secretary of State candidate Kris Kobach said he was disappointed that a federal judge tossed out Wednesday some of the key parts of a tough immigration law in Arizona. Kobach helped write the law. He noted some key measures were allowed to take effect and that the judge's ruling is not final.
