Should the Death Penalty be allowed for those suffering from a mental illness?  59 year old Billy Ray Irick was convicted in the 1985 Rape and Murder of a 7 year old girl. He's scheduled to be executed August 9th.  But opponents state that his Mental illness was not properly considered during his trial.
