The creation of a Europe-wide public registry of books could make it possible to encourage digitization of books, and would also address problems some people see with initiatives like Google Books and Europe's digital library Europeana, says European Telecoms and Media Commissioner Viviane Reding while delivering the 2009 Ludwig Erhard lecture at The Lisbon Council in Brussels.
