PSU "Hard Drive" noise

I guess that internet upgrade was worth it) Recently, I've been noticing my computer has been making a noise every time I do anything on my computer, from watching videos, scrolling down web pages, to even simply moving the mouse around. Whenever this buzzing noise happens, the computer tends to lag slightly. At first, I thought it had to do with either the HDD or the CPU, but opening up the computer revealed that it was coming straight from the power supply. Also, I should mention quickly that the mouse scrolling noise you hear is indeed my mouse scrolling down the web page.
