It's Space Harrier, but for 32X. It was an almost perfect port of the Arcade game for the time...it's a classic game for sure! The game has been ported several times and you can even play this game in the popular "Shenmue"! Basically, you float around blasting things while dodging obstacles and enemy fire. The visuals were good and the music was good too; the gameplay was very basic and there wasn't much diversity because it was a simple "move and shoot" style of game with no major powerups, but back when SH was originally made, that was enough.
