This shows a 'flip flop' circuit being used to drive a simplistic voltage booster setup. The flip flop tells two NPN transistor to turn a pair of 1mH inductors on and off. LEDs are connected across the inductors backwards. The inductive kickback voltage lights the LEDs brighter than if the LEDs were attached directly to the power source. The method is not very efficient but it works. The O scope probes are attached across one of the NPN collectors and ground. The supply voltage is about 2.5v coming from two weak AA batteries. The amp draw is 90mA.
