The Heatpump System could not have been making the water itself because power to the condenser was off and electric heat can't create water. It was a bit of a head scratcher that ended abruptly because i got frustrated. The Final discovery, after the video stopped, was that the Water Softener had been piped into the AC Drain pipe and was backing up to the third floor because the outlet was frozen.
