Mal 3:16 Then they that feared the Lord spake often one to another: and the Lord hearkened, and heard it, and a book (scroll) of remembrance (memorial) was written before Him for them that feared the Lord, and that thought upon His name.

This writing just took place, at the start of Esthers Preparation.

What we have here is a "scroll of memorial" which in Hebrew is h2146. זִכְרוֹן ziḵrôn; a memento (or memorable thing, day or writing): — memorial, record.

Used 24 times which is the number of the House of David, again marking 290,640.

This same scroll is opened before the King in Esther 6:1 "commanded to bring the book  (scroll) of records (zikron memorial) of the chronicles; and they were read before the King." The King here is the Alpha and Omega.

"Shekel of the sanctuary."

Ex 30:16 And thou shalt take the atonement money of the children of Israel, and shalt appoint it for the service of the tabernacle of the congregation; that it may be a memorial (zikron) unto the children of Israel before the Lord, to make an atonement for your souls.

Each was to give a half shekel number those written in the Scroll of Memorial which total 14 talents of gold!
