Kevin Rudd has set Japan a deadline of November to cease whaling in the Southern Ocean or face international legal action. The government has been criticized for failing to honor an election promise, made more than two years ago, to take Japan to court over its whaling operations. The prime minister said Australia was pursuing Japan through diplomatic means. 'If that fails, then we will initiate court action before the commencement of the whaling season in November 2010,' he told the Seven Network on Friday. Japan and Australia were long-standing economic friends. 'But that's the bottom line and we're very clear to the Japanese, that's what we intend to do.'
