I am using Photoshop CS3 and an Intuos tablet with a felt nib. Opacity set to 100%. I turned the opacity down to 30% when doing light, thick shading.  You can buy a Wacom Bamboo with out a mouse (because the mouse sucks) for $70. Get a felt tip nib for it, set opacity to 80% for sketching and it is almost as good as the intuos.
