To do this, just input either of these while making sure you do the last part as quickly as possible: cr.MP, EX Fireball~Sweep cr.MP, EX Fireball~HK Tatsu EX Fireball is the best since it's 0 on block, doing a normal fireball point blank can get you punished since it's -6. You can catch all of Dhalsims defensive options except wakeup super with HK Tatsu, same with other teleports like Seth and Bison, just keep in mind they have other options as well, and unlike Dhalsim's case, HK Tatsu is not fast enough to catch those backdashes.
