For the CNN/YouTube Republican debates; this question is for any candidate.

A lot of times, I'll write my Congressman about an issue, and they'll write back saying that they didn't know it was in a bill when they voted on it. Obviously, they didn't read the bill before passing it. Should Congress be forced to read the bills that they pass?
