Senate Bill 119 would create medical review panels to review maltreatment cases involving nurses, physicians, hospitals, and long-term care facilities. Sponsor Sen. Julie Denton (R-Louisville) says the measure would keep more physicians in the state and lower medical costs by reducing litigation. Patrick Clinch of Scott County lost his father but said he didn't blame the overwhelmed staff of the facility that cared for his father.
