The Cambodian people experienced near continuous war, deadly political clashes from 1969 to 1999. Hundreds of thousands of people perished and millions were forced to leave their homes. The conflict devastated the country and turned large areas of its land into deadly minefields. In 1979, following the fall of the Khmer Rouge, the ICRC was among the very first organization to be allowed to return to Cambodia. "The situation was really dreadful and shocking. Phnom Penh was a ghost city". With these words, ICRC's first delegate described his initial impressions upon arrival in Phnom Penh. In response to the dramatic situation, the ICRC cooperated with UNICEF to launch a large-scale emergency operation assisting the hundreds of thousands of victims. The ICRC then implemented sustainable care and support programmes to support the recovery of the devastated country following the emergency phase. Through interviews and scene from both the past and the present, this film features the ICRC operations in Cambodia and at the Thai-Cambodia border from 1979 to 2009.
