Democrats, Independents, Republicans want term limits. In the house, leadership controls what bills make it to the floor for a vote. A lot of elected officials go back to their home districts and say "I'm for a balanced budget. I'm for term limits. I'm for these various things. And their planes cross the Potomac and something switches in their minds. And I think they go to leadership and say "Don't have a floor on these issues. Please don't make me go on record." Rep.
