In the US state of Pennsylvania, the democratic candidate is claiming victory in a special election - despite his Republican rival not yet conceding defeat. Conor Lamb leads Rick Saccone by around 600 votes, with several hundred absentee and provisional ballots still to be counted. Victory in the traditionally red state could be a sign the Democrats are well placed to take back control of the House of Representatives in November's mid-term elections.
