A former politician, he was Secretary of State for the Environment under Margaret Thatcher and, in 1990, became the Chairman of the Conservative Party. He is often credited with securing the surprise Conservative victory in the 1992 General Election. As the last British Governor of Hong Kong, he oversaw its handover to China in 1997 and served as one of Britain's two representatives to the European Commission from 2000 to 2004.
