28th St. Railroad Crossing "Malfunction" Shunts Being Detected, Sacramento California

The 28th Street railroad grade crossing on the UP Martinez Sub kept activating. The reason why I put malfunction in the title with quotation marks is because I was told by the signal maintainer that the crossing was detecting track shunts in a distance of 5,000 feet both directions which kept the crossing activating on and off. The crossing later messed me up when a autorack train came through as I though the activation was just another false activation until I heard the train horn.
