Lucky Chloe is a character that has a lot of gimmicks to sort through, but when removed from those gimmicks, there isn't too much going on. Her most threatening low poke forces her to go into her stance, so that heavily limits your mindgames. When you fight against someone that maximizes the punishment on her stance options, every d/b+3 becomes a pretty big risk.

She does have some nice stuff outside of the gimmicks though. b+1 is an amazing move, though it is -13 on block, so be careful to not be too liberal with it. f, f+3 is a great mid range tool, though the reward isn't exactly amazing. f+1+2 is a great high crushing elbow that gives solid reward on hit and is safe on block. Her d/f+1 and standing 4 are great mid pokes. She also has a 14 frame WS launcher in her WS1, 4. So while her lows are underwhelming, she has some other very good options to work with.
