Persona 4 Arena - First Region Locked PS3 Game

Persona 4 Arena is the first PS3 game that is region locked just for the purpose of preventing people from importing it from countries that are selling it for cheaper. I personally don't understand the logic behind this because even if the game is sold for cheaper, the fee that would have to be paid when importing the game would end up being maybe even higher than if they got the game from their country so, in other words, the percentage of people that would import wouldn't be that big, unless they happen to find the game on sale during the spending of their holiday overseas.
