Rules are simple, you must progress through the game without any pokemon ever gaining a level, this is done in this game by leaving the ap on. I may also add that this is my first time playing through the game.

I decided to run this as I havent seen anyone else do it yet (As far as I know.). I almost gave up this early, I probably could have made it a lot easier if I used 2 mareep/4 lillipups. Here, we can't use the usual growl strategy that you would in these challenges, due to work up. So instead, we rely on some serious luck, as mareeps static MUST kick in when it gets hit and dies, otherwise you must reset. Once that happens, its not too bad, as he can be potion stalled pretty easily. As stated before, I think this would have been A LOT easier if I went and used duplicates. Edit - Looking back on this now that I've completed this challenge, THIS was the hardest battle in the game by far. However, I only just realised that riolu was available at level 7 from the ranch, using that in combination with counter would win this battle with ease. Sorry I also had no sound working here, so I added music, if you don't like it, then just mute it, simple.
