A foreigner living on $500 a month in the Philippines will need to learn to budget shop in order to keep costs down. He or she will be at the disadvantage of being overcharged just for being a foreigner. I am a strong believer that $500 a month for a foreigner is not enough to live on long term in the Philippines.
