Judge Magister of the Archadian Imperial Army, director of the 2nd Bureau. 

A warrior by training, he has a personal affinity for weapons and combat. 

His experience with warfare has positioned him as the Empire's preeminent Judge overseeing invasion and military envoys. A staunch supporter of Lord Vayne (also a believer in administration by force). he has dedicated his life to ensuring Vayne's aspirations come to fruition. 

Battle
Take note that this guide is for US version, not Japanese. 
In the start of the battle, Judge Bergan is flanked with Imperial Judges. Even though you're likely over-leveled, don't underestimate this fight since messing up your strategy can completely turn the tables. As stated before, the Imperial Judges serves mostly as a meat shield and distraction for Judge Bergan, so try your best to lure them away from Judge Bergan to the other side, and hopefully you manage to kill at least one Imperial Judge before Bergan pursues. Judge Bergan hits pretty hard, with you over-leveled or not, so try your best on defeating all the Imperial Judges and minimizing your damage taken before focusing on defeating Judge Bergan. When the majority of Judge Bergan's HP is drained, he'll use "Battle Cry", which increases his defense and raises his attack power, which now you have to focus on healing FAST and hitting him at the same time. Should you feel that you're overwhelmed, summon Mateus and let him shield you while you recover. If Mateus manages to execute his final attack, make sure it's triggered in a crowd as it can kill majority of the Imperial Judges.
