It's the biggest costume party in the country. Delaware's Legendary Halloween Loop where buses drive an endless loop to Wilmington Bars and Restaurants from 9pm to 1pm. Don't show up to Loop Night without a costume, you'd be the only one of a hundred thousand people not dressed for the occasion.
