2d free surface polygonal fluid simulation

Experimenting with fluid simulation by using only a surface. No particles, no grids, so the fluid volume is irrelevant to processing speed. The simulation is completely unaware of anything existing within the bounds of the fluid surface, so it is VERY compressible as you can see in fast moving collisions. I'm trying to come up with a better way to fake this but even if it can't be done, it will probably still be ok for use in games.
