This is video footage of President Clinton delivering a weekly radio address.  This footage is official public record produced by the White House Television (WHTV) crew, provided by the Clinton Presidential Library.

President Clinton was the last President to deliver his weekly addresses entirely via radio.  President George W. Bush would deliver the first weekly address via the internet, with current weekly addresses composed and televised via video.
