After getting the jet scooter onto land via Climatrol and Gaila I decided to try the dams. Using walk through walls in the yellow and blue dams will warp you onto land while on the jet scooter. The yellow dam will get you stuck in the tunnel. But you can get on and off the scooter. Plus pushing up while on the scooter will get you right back into the river. You get a larger area to drive around in when you walk through the walls of the blue dam. But there are too many trees in the way so you can't get far.

The green and red damn are a bust though. The green damn has a few walkways that allow you to exit through the void anyway. So it makes sense that going through the wall with a code wouldn't make a difference. Not sure what the deal with the red dam is.

You'll notice that you exit below both the yellow and blue dams though. And since these are the only ones where going through the walls puts the jet scooter on land I was wondering if this means that the dams were in slightly different places at one time and got moved. Because you'd never actually exit through the void by legit means they never thought to fix it so you end up where you really should be. Just a theory.
