In both revisions of Red and Green, but not Japanese Blue or Yellow, hex:DC evolves into Mew at level 33, as well as Haunter and hex:00 at levels I haven't documented yet. It's the only glitch Pokémon in Green v1.0 that can normal level up evolve into Mew. I don't know if there is an evolve without stone evolution for Mew or if there are Mew evolutions from other Japanese games.

When ゃパ evolves into Mew, its name ゃパ won't change, but you can nickname it as Mew (ミュウ). I nicknamed mine 'Mew bug', with a Chōonpu that wasn't needed.

This glitch is not worth using in my opinion, as you can obtain Mew more easily with Trainer-Fly, or directly with the fossil conversion glitch if you wanted.

As ゃパ's index number is hex:DC (dec:220), it can be obtained when the Pokémon you swap has an experience modulo 256 of 220. To check, put your total experience into Windows Calculator, go to programmer mode, then click mod and enter 256, then click the equals sign or press enter. You can also convert the experience to hexadecimal and imagine there are three pairs of hexadecimal digits (add in 0s from the left if you have to). The last two digits from the right would represent the experience modulo 256.

Beware, the fossil conversion glitch also affects your Fly locations, possibly giving you glitch Fly locations that freeze the game. http://forums.glitchcity.info/index.php?topic=6621.0

Also, I can't guarantee you'll be able to surf without ????? (07), but it wasn't a problem for me.

To eliminate the first problem, make sure that the Pokémon's fourth move is Waterfall (7F). You'll lose at least one Fly location, though. You can also use TM55 (FF) for a valid Fly list with possibly more available locations, but I don't think it's worth the trouble getting that as a move.
