ECB's Draghi says bailout request up to Spain

As foreseen by financial analysts, the Governing Council of the European Central Bank (ECB) decided to keep its key interest rates on hold. A month after the bank unveiled a bond-purchase programme for euro area countries, Mario Draghi, ECB President told journalists today that the ECB is still waiting for Spain to request a formal rescue. The mechanism is fully effective, he added. Analysts expect the bank to cut rates later this year, but only after the new bond program has started.
