KY Lawmakers brace for showdown over anti-heroin proposals Representative Tilley said the needle exchange program would cut down on needle sticks of law enforcement by a projected 30-percent. Under the House plan, Naloxone would be more available than what the Senate version provides. In the proposed House Bill 213 any person, not just first responders and other qualified agencies – would be allowed to have access to the overdose antidote. And, pharmacists would be able to prescribe the overdose reversal medicine.
