Strategy
At the start of the battle, Vossler will be accompanied by 3 Imperial Swordsmen. These soldiers are of Level 17-19, and has a 50% chance of having Haste. They have 845 HP and are Immune against Sleep, Reverse and Lure. That's all we need to worry about. Vossler is actually a pretty weak boss; keep your party at around level 25+, and he should be easy to take out. 

On your side, Fran is inflicted with Berserk, and can dispose of the sidekicks with ease. One thing to note that if you have Basch in the party, Vossler will only target him; without Basch he'll attack the party at random. This should prove best if Basch is already a tank at this time. 

When Vossler senses magic being casted in the vicinity, he'll start casting Reflect. Because of this it's harder to inflict his status ailment such as Slow and Sleep, but one can always cast Reflect on oneself, using the old Self-Reflect trick. His Shell and Haste protection will also wear off in time and he won't be able to cast it again, so the battle inches more on your side. 

But as his HP depletes by 40% he'll start using Enrage, which enables him to attack instantly. This will help him achieve a combo of 12 hits and possibly deplete your HP even faster! You can counter this by using Quickening combos, which will deal massive damage onto Vossler; possibly even kill him, although at the price of draining your MP drastically. Complete enough chain attacks and a special spell will be casted automatically; it will hit mobs, so if you're having trouble with the Imperials it should take care of them. Cast Protect and Regen on yourselves and don't forget to Cure or Cura and Raise when needed. He'll eventually give up fighting and say sorry before kissing the ship's floor. 

For some added challenge, you might also want to summon Belias, the Esper you've just acquired at the Tomb of Raithwall. His Painflare will inflict considerable damage, and although Vossler is not weak to fire, Hellfire could be the killing blow. But be careful! Vossler will switch his target to Belias almost immediately when you summon the Esper. Considering the MP you've spent to summon Belias, it might be harder to heal the Esper; you can still use Potions on Belias, though, so it shouldn't be too much of a problem. If you have more than one Quickening on the summoner, maintaining Belias, as well as dishing out additional spells, will be simple. Good luck!
