Taken from Episode 22 of To Aru no Railgun. These seem weird, even for anime standards. Mikoto Masaka is the girl in the bathtub. She is reflecting back on events earlier on how her and her roommate, Kuroko Shirai, may have slightly betrayed their common friend Kazari Uihara. Kazari and Kuroko work together in a special abilities police like force called Judgement. "One-sama" is a grandiose way of saying older sister, but can apply to non-blood related friends. In Kuroko's case, it is how she expresses her twisted obsession for Masaka, and over stepping boundaries as roommates.
