When we stopped in Punta del Este during the "Around the Cape Horn" Celebrity Infinity cruise, we saw a bunch of sea lions right next to the dock, eating guts of the fish being cleaned by the fishermen on the dock. To see many more, you have to take a boat to the Isla des Lobos, but you will not get as close.
