Senate Bill 1 is a constitutional amendment that would let voters decide whether a legislative panel would be created to develop a process for blocking executive branch regulations found to be deficient. Kentucky Agriculture Commissioner James Comer favors SB 1. He speculated on the consequences of bypassing the legislature to advance a controversial measure like the production of industrial hemp. Comer testified before the Senate State and Local Government Committee on January 29, 2014. For more information, visit http://www.ket.org/legislature/posts/727/
