NH: Real ID letter used the term "extension" (sort of)

Sponsor: http://NHLiberty.org - When New Hampshire's Department of Safety wrote Homeland Security last week, the body of the note did not specifially ask for a Real ID extension.  But check out the *title* of the document, as penned by DOS official Earl Sweeney and published on wired.com:

And when he thoughtfully sent a copy to me by e-mail Monday, he entitled the file:  "Real ID extension letter (2).doc"

So the question remains: Did Mr. Sweeney promise too much?   Could his letter be construed as asking for an extension?   Despite e-mailing me the file, he hasn't returned my March 29 call requesting comment about the letter.
