This is the third level in the series, and the hardest so far. In this one, you have to do a precise bumper clip. Stythe showed a video of how to do it and you need a precise P-Switch position in order to get the bumper to cilp Mario up top. The other obscure tech in the level is that you can hold onto the vines even though it looks like it's all inside the ground blocks.
