By getting rare blue and legendary drops, you can power up without milestones in some cases. Usually when you transfer your weapons to an alternate character. Doing this when it will increase your overall power level is a great way to min/max and make sure you get to the 650 power cap. I recommend loading up the Scourge Of The Past Raid and killing the enemies to earn drops to power up so you don't waste your milestones. And when you power up your alts, you can give stronger weapons back to your original character.
