This is a very unique puzzle by Fly Amanita where Mario can only move within two tiles, hit a P-Switch, or reset through a door. You have to manipulate the environment around you with only these actions. The timing of these actions is also key in this puzzle. This minimalistic concept was expanded upon later on by Fly in "Marionettist". Since it might not be apparent what's going on in the puzzle, here are the steps:

1) Push P, then reset. This allows the goomba to start walking up. Push P again, and the goomba will eventually hit a note block, which releases a muncher to crush a bomb.
2) Right before the P-Switch timer runs out, reset again. A bomb at the top of the screen will walk and the coin will turn into a block just as he passes it. This allows the bomb to get crushed by a thwomp, which breaks some blocks.
3) Keep on resetting until the P-Switch timer runs out so the thwomp doesn't kill you.
4) The same bomb as before will start walking. When the muncher on rails is between the two coins, and the bomb is past the brick block, hit the P-Switch. If you time it right, the bomb will continue to walk, and the muncher is trapped between the brick blocks. This allows the bomb to get crushed by the thwomp on the left, breaking more blocks.
5) Reset with the P-Switch off and a big beetle will start walking up. Once the beetle clears the one-way gate, go to the right and stay there (you will also hit the P-Switch) to not trigger the thwomp. The beetle will eventually get trapped close to Mario and will get flipped over by an exploding block. Hit the beetle to the right to free Mario. 
6) Hit the P-Switch and reset. Avoid the thwomp and quickly run and jump towards the flagpole to win.
