Early on August 19, Lane crossed over into the Central Pacific Basin, where the Central Pacific Hurricane Center (CPHC) began monitoring the system.[14] At that time, Lane began a weakening trend, as it encountered increasing wind shear from the west-southwest, falling to Category 3 status six hours later.[15] Despite ne weakened back into a high-end Category 4 hurricane.[20]

Maximum sustained winds are 115 knots (130 mph; 210 km/h), with gusts to 140 knots (160 mph; 260 km/h). The minimum barometric pressure is 949 mbar (hPa; 28.03 inHg), and the system is moving west-northwest at 7 knots (8 mph; 13 km/h). Hurricane-force winds extend outward up to 40 miles (65 km) and tropical storm-force winds extend up to 140 miles (220 km) from the center of Lane.

On August 21, as Lane approached the Hawaiian Islands, a hurricane watch was issued for Maui County and Hawaii County.[21] Early on the next day, the hurricane watch for Hawaii County was upgraded to a hurricane warning.[22]

University of Hawaii at Manoa students who were staying on the campus were advised to stay informed and download alert apps, and to store basic emergency supplies such as flashlights, first aid kits, food and water. The University initiated emergency protocols emergency.[23] Maui County and Big Island school districts closed August 22 for an undetermined period of time, and all non-essential state employees on the Big Island and Maui were told to stay home between August 22–24. Hawaiian Airlines waived the change fees for tickets to, from, within, and through Hawaii from August 21–26.[24] On August 22 at 21:00 UTC, Fort Shafter announced that all Navy vessels and Air Force planes were being moved out of state due to the anticipated impact of Hurricane Lane.[25]
