Surveillance footage appears to show journalist Jamal Khashoggi and his fiancee Hatice Cengiz entering and leaving an apartment building in Istanbul on September 28, possibly the last moments Khashoggi was seen alive in public before being murdered in the Saudi consulate, which he visited on October 2.
