To turn off these tips , first of all go to start menu and click on "settings" .
settings page will open , tap on " system" option .
left side of the screen you will see" Notifications & actions" option click on it 
now  "Notifications & actions" page will open 
scroll a bit on the right side and look for the option 'Get tips, tricks and suggestions as you use Windows"
you have to turn off this toggle off.
