A City Hall staff audit has uncovered 2,400 ghost workers, says Governor Evans Kidero.The governor said that even though 5, 300 workers were adopted from the national government following devolution, the headcount revealed  only 2,900 did actual work.Workers were devolved to the counties to execute programs like the PrePrimary Education, wildlife and health.
