(EDIT, thanks Frostyincave) Turns out, it's Don Jordan, the original voice of "Irving Lambert" from the "Splinter Cell" series. Haysbert stepped in for Jordan as "Lambert" in "Pandora Tomorrow." Now you know, and knowing is half the battle.
