On most weekdays, before dawn 27 year old Thomas Januszka stands in front of his parent's Manatee home. Thomas is autistic He waits for the sun to rise and for transportation paid for by Medicaid to take him to a program near the Manatee-Sarasota counties line. "A couple of times nobody came at all," Thomas' mother Jessican Januszka said.
