The European Parliament in Strasbourg is set to vote Wednesday on a possible second term for former Portuguese prime minister Jose Manuel Barroso as president of the European executive, the commission. Meanwhile, EU heads of state and government will meet for an informal summit on Thursday in Brussels to formally appoint Barroso for a second time, or to squabble about a possible replacement.
