President Obama delivered a message of financial responsibility to Wall Street Monday as he marked the one-year anniversary of the collapse of Lehman Brothers.  Once among the largest financial firms in the world, some analysts say Lehman's failure triggered the crisis of confidence that sent the global economy into a tailspin.  But while financial markets appear to be stabilizing, regulations aimed at preventing another meltdown continue to lag, even as consumers bear the brunt of the worst economic crisis since the Great Depression.  VOA's Mil Arcega reports.
