"Llueve sobre Broadway" or "Rain over Broadway" was written by the Argentinean composer Astor Piazzolla in 1958.
Piazzolla studied in Paris with Nadia Boulanger from 1954 to 1955. On returning to Buenos Aires, Piazzolla found that his music was not appreciated in his own country. The traditional tango community was not yet ready to embrace the music of Astor Piazzolla (vestiges of this close-mindedness continues today). Finally, in February of 1958, Piazzolla moved to New York with his family saying: "No abandono el tango... Voy a hacer tango como yo lo siento... Si en Francia entendieron mi música, es probable que la entiendan en los Estados Unidos." ("I am not abandoning the tango... I am going to do it as I feel it.... If they understood my music in France, they probably will understand it in the United States").
"Llueve sobre Broadway" was written in while Astor Piazzolla and his family lived in New York City. Presumably it was written on a rainy day.
