This is my solution to this puzzle. After watching Thomandy and CarlSagan42's video on the intended solution, I realize that this solution is much harder, so it's not really a cheese. I failed multiple times on the parts where the POW has to lift the koopa, as you have to get somewhat lucky for that to occur. The ending where you have to break 3 blocks and kill the fish with only 1 shell is also pretty difficult. But this was the first solution that came to me while solving the puzzle, so I went with it.

There even is another alternate solution that combines this with the intended solution. It's possible to clip the cannon further to the left to fill in the gap where the 2 POWs would be in the intended solution. Then you do the rest of the puzzle the intended way, with the exception of the 3 blocks/fish part where you have to do it this way.
