World Rugby has announced that South Africa is its preferred host country for the 2023 Rugby World Cup. Ireland and France are the other countries bidding to host the event in 2023. The official announcement of who will host the tournament will only be made on November 15 when the World Rugby Council members vote to decide the host country.
